Special guests in Tanzania?

So you might think the Primates' Meeting would be just for primates. Wrong. Apparently +Rowan has invited three bishops from the US to attend. News comes today that +Bob Duncan, +Bruce McPherson, and +Christoper Epting will be there. What does this mean? Cynically, we might think it means +Rowan doesn't think our Presiding Bishop can represent the breadth of the US. Maybe there's a better explanation, but I'm stuck in cynical at the moment. One wonders if other bishops (say, moderate bishops working under conservative primates) will be invited.
